"Mysterious Observers"

Good evening, Kestrels!
As some of you may have noticed there is a note on "Mysterious Observers" in the last patch notes.
"Who are they?" and "Where to find them?" some of you may ask.
The where is a thing I can answer:
For this you must have done the story missions including Ossus storyline.
Also you need to have the Binoculars from the Binoculars quest line.
(if you do not have them you can easily get them on the fleet by picking up the quest and having the introductory talk on Dromund. You do not need to follow the quest further but should not abandon it as the binoculars are connected to the quest line)
On Odessen use the binoculars standing on the outside platform looking out into the green between the two turrets (if you use fast travel just turn around from the spawning point to look into the green of Odessen).
From there just follow the marks.
As for the "Who" these observers are...well, I have my guesses.
