Rawr... i wonder if i'm even signed up for it. I know before i couldn't because i was under 18, but i'm not sure anymore. They've started sending me emails about it this last month. It'd be nice if they let people under 18 in, but i doubt they will.

A late beta invite?
It was a warning for discussing cyborgs in the official forums.

Take heart, clearly your best guess is their worst reality. Plus they are butthurt about it cause the Beta testers all hate Cyborgs and have been whining, en mass about them.
